This is how the game Generates Jobs from Vex and Delvin: And if they give you a Job in a City you've already completed, just quit it and choose another job, or even the same job type again and you'll probably get a different city. Get Two at a Time - one from Vex and one from Delvin. I've just repeatedly done Numbers and Heist Jobs.
Just so you Know, You only have to do Five Quests in Each of those Cities. Also take two jobs at a time and drop off two at a time (One from Delvin and one from Vex) Enjoy Then complete the "Special Job" Delvin gives you for each city after clearing the seven small jobs, it's the easiest way to go about it. When you start, make a chart of each of the 4 Cities (Markarth, Windhelm, Whiterun, Solitude) And have each type of job(there are 7 job types) listed underneath and check them off as you complete them so you dont do any unnecessary jobs/repetition.
